At least at the time he wrote that, it was canon to the anime (which of course is its own canon) and there were signs of it and the other stuff in his Bible in the early anime.

Of course, things took a different direction starting with the Johto saga, with the show becoming much more kid-friendly and formulaic, to the point that he quit the series in protest.

This is a trope in Japanese television/media. The father is so busy being a salaryman that they're hardly ever home to see their wife and kids, due to their career being so demanding. It's based on exaggeration of reality, with Japanese worklife. Pokemon just has a different spin on it.
