I think Massachusetts is the only state in the country where it's just 16 and everything else is irrelevant. Though the military has an age of consent of 16 for soldiers and it even drops down below that, as young as 12 I believe, if you are married. As for why they don't just make it 16 across the board, it's simple. People are morons. Aside from the whole states rights whiners, look at how many people don't understand what a pedophile is. Most people see no difference between having consensual sex with a fully developed 17 year old and holding down and raping a 5 year old. All they see is that number 18 and everything else in their mind goes blank. But that's America.
