Phone gets full bars off the wifi no problem. But often times while my phone is fine, my PC will only see 2 or 3 bars and "connection is limited" where I just don't have actual access to the internet. And then often when I do, my bandwidth seems really low, in that I don't get severe interruption playing games like TF2.

Dumb suggestion, is your pc wifi only able to use 2.4ghz wifi?

Or it might be that your PC wifi chip/capabilities is just bad. How old is the PC and phone in question? Like is it a prebuilt pc or did you build it?

yeah it has all the 802.11s when i check in command prompt

It's a prebuilt MSI, GE72 2QF. I've never had this problem at my home wifi or at another school's wifi.

Sorry as I'm not the most technological person out here so I'm not sure what's going on tbh

but if I could make a very bad guess, I would guess that's your computer is probably trying to connect to a specific access point under that wifi's name (one that is further away from you) while your phone is picking up closer access points from the wifi network.

I'm not sure how to get your computer to pick up a closer connection, the only thing that I can think of is to forget your network settings on your PC then try to reconnect afterwards. But something tells me that you already did that multiple times so far. Sorry I couldn't be much help D:

Also I can connect fine to my phones hotspot but not the university wifi. But my phone can connect to the university wifi right now
