I recommend picking up Movie Studio 13 Platinum (NOT 14 or 15) on a Steam sale when it's dirt cheap. It's basically a budget version of Sony Vegas.

If you've used a digital editing program before it'll be familiar. If you're new to editing a brief tutorial might be a good idea.

Yes and no.
If you're planning on doing something basic like stitching together clips or changing sound/slowing it odwn, adding in effects, no it's fairly simple with a tutorial.

What exactly do you plan on doing?

Oh no that's easy enough.
You'll probably have to source the sound effects yourself. But it's basically "open it up, load video, load sounds, insert the sounds at the points you wish then output the video"
Seriously the hardest part sounds like it'll be "what button do I press to add in a sound". Like it's very easy and has a lot of tutorials since a lot of amateurs and professionals will use it since it's free
