No.. I dont know much about the story but based on what you provided as info, there's much worse things people in his position of power do than have a consensual relationship with an employee.

Its a very common rule in that line of business. When I worked at Burger King, they would fire and transfer managers all the time for being in relationships with other crew members. They knew, when they accepted the managers pay, that it was a violation of ethics.
