i remember being surprised about it at the time, cause at first he was being presented as the Swedish ISIS fighter, but once they started loosing, i felt like they put more and more emphasis on his Norwegian background, and i never quite understood why that happened

It has everything to do with the fact that when people talk about "returning ISIS fighters" no one has in mind these handful of reverted white people (Canada has had a few too!) who ran off to fight for ISIS. It's always these refugees and immigrants and their kids.

There was some criminologist on the radio talking about this, essentially saying that this is no surprise, it's an expected development that they see in a lot of areas where gang-related crime increases. I couldn't tell you the details but it's probably a hodgepodge of different factors. Social and economic segregation do play a part in terms of recruitment for gangs, I bet EU open borders play a part in availability of weapons and explosives, and so on. There's a lot of reading to be done here and there are several factors at play.

If I would guess then they have seen that the Swedish police can be pretty toothless.
The Rosegrd population in Malm is over 86% immigrants, and the police, ambulance and firemen have been stopped from entering Rosengrd multiple times by gangs of stonethrowing immigrants for at least 12 years now.
"If the police cant do anything about some stonethrowing peope, what can they do against criminal gangs?"

at one point someone asked what caused it, i made the hypothesis that it could be gang related or maybe the returned ISIS fighters as they have experience, not really thinking much about it. seeing as, what was the report last time, like 150-200 are known to have returned?

then for some reason, these morons took "ISIS fighter", used their own prejudices and made a strawman suggesting that was somehow code for "all foreigners", and tried to push their ideas on me, so they could toss out a "how dare you blame this on every refugee in the country, you racist... bla bla bla"

and then the rest devolved into this shit

Returning ISIS warriors got the kind of experience that criminal gangs want, so Robban guessed that there was a chance of them joining different criminal gangs, and then we discovered that it wasnt political correct to assume that returning ISIS warriors are not the perfect law-abiding citizen.

i haven't seen reports that specific, but it is said that atleast a third of them is in "Region South" which includes Malm
