You can buy the previous years version up to a year or so later(so you can buy FM 2019 through the lifcycle of 2020, then when 2021 hits you can only buy fm2020 and not 19), but otherwise, unless somebody has an unused and unexpired key, or a physical version when they made those, but you cant just go on steam and buy them or Sports Interactive website.

This is as far as I am aware. My attempts to find older versions ended in failure though torrents could pave the way(but i'd rather just pay $5 years later on steam for them).

The best way to do it is to find the sale, over a year after release where it is $7, and buy it then. Never pay full price for a sports game. at minimum wait for a sale when its 50% off at least, but really just wait.

However despite this I only have FM 12, 13, and 18 because I forget to do it(plus 2013 is THE game, for me. I've played it thousands of hours and really tried to understand everything about the game it was so good). I bought 2018 for 12.99 but otherwise $5-7 bucks.

I've heard this is because of the licenses in the game don't last forever so they cant sell it after a certain date. Kinda lame, but what are you gonna do? At least this isn't a standalone game franchise like say a zelda with this issue. you cant buy older FMs, but they really aren't super different on a yearly basis most of the time. 2012 is pretty good but 2013 is way better and worth the upgrade, though not because its groundbreaking, its just got more smaller features in the right spots and better layouts and doing stuff is easier.
