Right now you only qualify for government aid if you're going for your first bachelor's degree, and if you're going for a graduate degree you will get an interest rate higher than those going for a bachelor's degree.

If you graduated with a crappy degree or failed to network or do any internships in college, you're basically doomed to get underpaid with almost no recourse and possibly a lot of student loan debt. Your only recourse is getting a master's degree with government aid, but that will put you into even more debt and if you have a crappy degree, your choices for a master's degree won't be that great anyway.

Having a second bachelor's degree is worthless, go for a master's or keep flipping burgers.

Then again, I didn't major in something completely worthless, so I'm biased.

bandaid on a flesh wound

better to address the fundamentals driving inflated education costs, alleviating the barrier to entry for entry-level workers, and disincentivising pushing or pursuing degrees that are lack economic viability and wherein the academic applicant and labor pools are saturated

the first in particular will reduce the debt load of future students, making it easier to pursue another if the first really doesn't work out

^Not saying there aren't problems with higher education in the US to begin with, but you can't get change it overnight. In fact it will probably never change.
