From what I heard a lot of developers and publishers have already jumped ship citing lack of faith in the system as the reason.

I think Stadia is going to flop hard but not launching with marketed features technically isn't a lie if they come later. Sony, Microsoft and Nintendo have all done it and they'll do it again. In some cases they marketed features that got cancelled.
