Is probably Lugia, I guess. Or, a substitute for it. I read something about this a while ago because it was always an interesting thing. Apparently, there's a whole reddit post explaining this. They say that is has to do with the sound it makes.
And makes sense because Ho-oh was in the first episode, so it wouldn't be a stretch for Lugia (it's counterpart) to be in that season, as well... Giant Pokemon do exist in the anime, so no its Dragonite.

it was dragonite. dragonite got smaller as the series went on, until it was about the same size as charizard

But looking back at the episode, it seemed to definitely be a Ho-oh...
