Because COPPA prevents the collection of the personal data of children, this means that Youtube (and other companies) cannot sell user data of children, so then Children cannot view ads (because ads are part of Google's data collection algorithms) and thus, Youtube content creators cannot monetize child-friendly videos, thus evaporating the influencer marketing bubble, at least when it comes to ad revenue.

Is this correct?

Is there also the possibility that influencer ad campaigns (such as the one for Raid Shadow Legends - a game that exists to mislead people, especially minors & collect data) are also illegal because of COPPA?

I'm pretty damn sure that the phrase "child-friendly" is wrong in 99.9% of the cases being talked about. More that it's more that it should be "child-focused".

The problem is when the system labels something as child-focused, when it isn't, and they don't want to be in that bag.

This, like a video about anime isnt child friendly or targeted in anyway, but because its animated it will be classified as such.

One point that I did hear that I sympathize with, is the channels that remake dolls.
From the outside, it sounds like it's child-focused, from dolls, the videos themselves being really calm, and all of their tags are pretty child-focused-sounding.
But then they use really harsh chemicals, power tools, and razor blades to completely take down the dolls, and rebuild them.
My gf watches those videos occasionally, and it could actually just take those down entirely.
