As long as it's above that, it's not going to change much. Whereas, other aggregates are the average of each score from 1-10. So it will vary more. Essentially, every single person can give this movie a 7 or above and the movie would get a 100%. This says 14% gave it below 7. This is no way says that 8.6 or 86% is relevant in any way to quality of the movie.
