I personally prefer Witcher 3 but you cant go wrong with Skyrim.

Skyrim for gameplay (mainly the number of options you have), The Witcher 3 for almost everything else.

Skyrim for exploration and Witcher for story. Side content is probably better on Witcher but blindly exploring is more interesting in Skyrim.

Skyrim for gameplay and character creation.
