It's not impossible, given the right incentives, but it's not an inevitability. The primary factor for naturally occurring life is survival and reproduction; our higher understanding is kind of a gamebreaking fluke.

it boils down to this, do you believe in evolution? ot specifically, do you believe dinosaurs are capable of evolution?
if they were given enough time and suitable condition for evolving, will they evolve like human from apes?

also, this gave me a new question even though you haven't answered the previous question regarding your view on evolution.
what is your opinion of the starting point of human evolution? you can ignore this part if you don't believe in evolution.
  1. when first primates begins to evolve?
  2. when proto humans begins walk on two legs?
  3. when proto humans started using tool?
  4. when Homo erectus standing straight?
  5. when humans started to build homes and hunts with weapons?
  6. or when Homo sapiens finally arrived?

I think what some have said is true in that they were around for an extremely long time - if prof. google is correct - about 170 million years and no sort of higher intelligence ever developed. In comparison, human ancestry goes back a mere 6 million with a fraction of that, about 200k years, being modern humans.

I think this leads us on to another question - is intelligence seen as the "endgame" here? I don't think it is. I mean, having large brain's isn't very efficient biologically. How it even happened for humans in the first place is kinda baffling but here we are.

Perhaps it could have happened eventually but I don't think in all probability it ever would have done because it just wouldn't be necessary or efficient to develop that way.

Still, a t-rex in a top hat is funny to think about!
