Qui Gon tried, but Watto wouldn't have it. Jedi don't just run around crusading and freeing slaves. They're "keepers of the peace, not soldiers," remember?

They were on political mission, and even Qui-Gon goes directly to anakins mother in the simplest line in the movie ever, I didnt come here to free slaves. AND they were hiding on tatooine anyways being stranded! So the only two Jedi that knew of the slave trade on Tatooine(at the time of the movie happening) at the time were two that were the stranded.

Tatooine is in the Outer Rim, outside of Republic jurisdiction. Jedi have no legal power there. In the EU, Qui-Gon sent the money to Lars to buy Shmi off of Watto.
