A place like germany could develop the vaccine and share it with most of Europe but keep the U.S. last. The biggest issue is once the vaccine is created whichever country it is will keep it hush hush until they can gather supplies/produce enough of it for their own people. Unlikely we have the capacity to produce it on a large enough scale though even for ourselves that being said though, theres tons of vaccines out there already just going through trials.
