I have a Samsung Galaxy J7, it's pretty good, for what it is.
I don't use my phone for a ton of stuff...I would much rather do that on a PC.
But as a smartphone at a good price, it is pretty good, IMO.

Xiaomi mi 9 lite is going for a hair above $200 now. LG G7 goes for about $200 now in new condition on eBay but it's comparably older.

I use an LG G6 still and it's fine for about $100 new.

moto g7 or g7 power are prob your best bets unless you wanna get something like a xiaomi

edit - also since you're looking into used/older phones try seeing if LG v30 is available. I had one and it was really solid.

I would exhaust your budget on the newest possible phone just because eventually security would become an issue with lack of updates. Also newer features are nice, and you could possibly end up running into some apps that eventually stop supporting older versions of android.

Security updates would stop rolling in eventually, and new versions of apps wouldn't be as optimized for your dinosaur phone so they'd crash more often and drain the battery faster
