There's criteria that's being adopted globally for reopening that involves active cases trending down, testing capacity and health care system capacity. At this point when those are satisfied they need to start reopening things with added public health measures which is what they're doing. At this point you are in containment mode. I'm not sure what you mean by more controllable. The virus is out there now along with a bunch of other viruses.

My conspiracy theory is that most staes if not all don't actually have the money to pay out unemployment, and rather than come out and say that they're opening up early so that people get kicked off unemployment one way or the other.

Where does the money to pay unlimited unemployment come from if there are no taxes being collected? Where does the food they eat come from if no one is working to produce it? Where does the power for their homes come from if no one is running the power plants? And on, and on, and on....

The issue is far more complex than "Government give me money!"

The governor of Tennessee did not set any form of reopening criteria for the state, and is letting our stay at home order expire. Individual counties are setting enforceable reopening plans, but its only the larger ones.. I work in Nashville where reopening will be tiered based on testing rates and new cases declining, I live outside the county though and everything is being left up to the business owners because our governor believes theyll do whats best for everyone.

Who determines that? The person? Thats quite a fantasy if you think people wont milk unemployment for as long as they can and return to work when they feel in their hearts that it is safe again.

The reality is that when the government allows businesses to open up they will. At that point it is a choice whether or not an employee wants to return to a job that is available.

Who said anything about forcing the high-risk population into dangerous situations? Rather let everyone utilize their own free will and do what's best for themselves. I'd imagine the hig risk population would continue to self-isolate. For those not at risk, they should be allowed to resume their lives knowing the risks.

Also as for dying for ones country... ask any 18 year old soldier. Governments ask and require citizens to die for them all the time. Thankfully we do not need to do that.

The reopening plans are guided by the medical community. At least they're supposed to be. I'm not sure about that story about businesses deciding when to open up because they have the best interest of the public in mind.

Well you've dismissed the reopening plans as garbage so you must have an idea of what really works, right?

I've you've been following the health people, it's all about getting that rate of transmission value <1 so that the virus continues to die out. So you need to get it down to that point to reopen (that's why you have the 2 week rate of decline thing) followed by the testing/containment methodologies they have so they can monitor and maintain that level of transmission rate so it doesn't blow up again.
