They ended up being far worse than Kingpin's.~~ It's not a huge plotpoint, but Legend of Korra showed that even after the events of The Last Airbender, ~~the Dai Li are still Ba Sing Se's secret police and are just as shadowy and malicious as they always were.~~ And in the Legend of Korra comics, deposing Kuvira, the fascist leader of the "Earth Empire," doesn't mean that faction disappears.
