Every neighborhood has at least one. Leash your fucking dog around other dogs! My parents always have little dogs (Shih Tzu, Yorkie, etc.) and when I come over I'll walk the dog sometimes. Every time I have to grab the dog I'm walking because some horny dog runs up off leash.

I blame the owner. The dog is just being a dog.

The way she said "im going to tell the police an african american man is threatening me" and that tone makes me think either that, or she at least knows force will be used from the get go.

Thats not something you can prosecute somebody on really, but....OUCH

I once had a dozen cops pull up on me cause somebody got robbed. I fit the "description" of black guy in a hoodie. Nevermind the shirt and tie, or the afro, or the striped dress pants that I wore to work.

Black guy in a hoodie was all it took for them to pull up on me.
