About the time the game feels like its about to really open up the window is already shutting. The most telling thing for me was: I finished up my quest log at one point before progressing the story. It sucked that it was shorter, but when the worst thing about a game is that you wish there was more of it, it's certainly not bad. Mass Effect and KOTOR have a similar runtime and do far more with it. I think Fallout 4 gets most it's hate from not being NV. And Outer Worlds scratched that itch for those people.
