Well the episode never said, and the actress was 17. So I think we have to assume she just graduated early. But no matter how you slice it, 53 year old Stewart was making out with a 17 year old actress. Yikes.

Picard was born in 2305, and their graduation from the academy was in 2327 so we can assume all 3 characters were 21 or 22 at the time.

You are however correct regarding the ages of the actors involved.
