Maybe and Maybe not do not mean the same thing, because of context.
Without context, they are equivalent.
However, with context, "maybe so" is the full-form, and conveys 50% with probability leaning towards 51%, or that the speaker thinks positively towards the possibility. Maybe not indicates 49%.

As such, context spoils the equivalence. Have a great day!

This is an interesting question.

You could argue the inverse, because maybe not seems to suggest the default assumption is that something is true.

It could be maybe = "40% is true" so maybe not would be "40% is not true".

I feel like you could say "maybe" for something as improbable as like a 5% chance, but you wouldn't say "maybe not" for something that has a 5% chance, you'd say something like "probably not".

I'm inclined to say "maybe is less likely than maybe not"
