Upgrading your processor doesn't cause problems (usually) because PC games are developed to work off a vast array of hardware. Console games are designed to run on one specific piece of hardware that they know the exact specifications of. For a better modern example, look at phone hardware. Developing for Android is significantly more difficult because you're developing for a massive range of phones with different hardware.
