Kind of presumptuous of them.

sugar? Garlic? A 4 quart pot? Rice? Salt? And then they expect you to own knives, or know how to preheat an oven.

tbh this is high key gatekeeping and is unnecessary

Agree completely. I don't have money to just waste on ingredients that I can just keep without any foreseeable plan to use them. If I'm buying stuff to make food, I'll make it within the day or two. I'm not made of money to just buy stuff and let it sit, and possibly spoil.

preheat just means to set the oven to a given temperature, you don't even have to wait - just set it.

A lot of people think preheating means you have to wait until the temperature rises to the desired temperature, but this is not the case... since that would just be HEAT, not PREheat

When recipes make claims like that, the staples they're talking about tend to be non-perishable stuff like rice and spices, not things you have to worry about spoiling unless you're leaving them for a very long time or storing them improperly. It's generally not a bad idea to keep a kitchen stocked with such things, given how versatile they are and the fact that they keep pretty much indefinitely.
