Or maybe they make themselves clearly visible so speeders just slow down? I don't think any cop is under the delusion that giving somebody a speeding ticket keeps them from speeding again in the future.

There's a parking lot near my house that cops like to hang out in to catch people running this one stop sign. Always extra careful to fully stop at that one sign.
