What this means is that his name actually does not appear on the ballot and that if you write his name in the blank space provided, it will count as a vote for him. In contrast if you write someone's name in that hasn't registered as a write-in candidate, they won't get a vote. That in turn means that if you have to know who this person is prior to voting otherwise he's essentially invisible.
