Because it's supremely relevant if your cell is your ONLY phone and operates as your ONLY computer. It's a lot more of an impact than just giving up a cell and still having a landline (or even having email, etc, so if you want to communicate remotely you'd be stuck sending a letter). However, to your point -- if you want keep things relevant to your situation -- "a phone" is worded to the extent that it seemingly covers every phone, hence my response (and probably others) referencing work landlines. And if you wanted to argue the point for whatever reason, your phone at home is also your phone, but I'm not getting into that shit.
