There is a surge of coronavirus cases now in City of Chicao and young people are surging in particular. I do not believe that the bars, and the entertainment scene are the nexus for this.

Renters are being evicted and endangered of being evicted. What do you do? You double up. I believe that if City of Chicago extended the moratorium on evictions that we would not be seeing this surge right now. I see more young people social distancing and wearing masks than I see 30 - 50 's doing it.

It was the rioting that caused the surge.

Nah.

It appears protests with or without masks doesn't cause spreading of the virus.

Nah, the surge is because young folks want to get together.

California has a moratorium on evictions, and yet their numbers are worse.

California did this after surging cases. Illinois has been under control until people started doubling up to pay the rent.

Anecdotal and not reflective of reality

Will post study as soon as it is available.

https://www.nbcbayarea.com/news/coronavirus/young-adults-make-up-nearly-half-of-californias-new-coronavirus-cases-study/2310577/

A Bay Area scientist says he looked at the declining number of COVID-19 deaths and hospitalizations and suspected more young people were getting the virus. He said it turns out his theory was right.
New data shows a surprising number of those newly diagnosed with COVID-19 in the state are under the age of 35. In the latest analysis, those under 35 account for 44% of the cases -- which is up from 29% a month ago.
"That's really bad, and shocking," said Dr. George Lemp, an infectious disease epidemiologist who crunched the numbers.

"It may reflect the opening up of California since mid May, particularly among younger people who may have started to move away from the practices of social distancing and persistent mask use," Lemp said.
Young adults interviewed by NBC Bay Area said they are not really worried.
"I keep my hands clean, wash my hands and make sure I keep my hygiene up," Raemani Lafo said.

No, California did this when their initial moratorium was about to expire.

So again,

link?
Because what I read was commercial renters ie. stores, restaurant and so on.

and I mean link to the details. Eviction moratorium can be all verbiage. (as in Chicago) Chicago say you may come to an agreement with the landlord.

I founds this which says landlords cannot go to court. Until 90 days after the state of emergency order ends.

Found this https://www.nbcbayarea.com/investigations/renters-still-getting-eviction-notices-during-pandemic-despite-californias-ban/2287969/

Says landlords are evicting anyhow. Law really only says no court. (how well do you know california, Hidden Roar)?

https://abc7news.com/governor-gavin-newsom-california-eviction-moratorium-renters-relief-program-coronavirus/6288954/

SACRAMENTO, Calif. -- Gov. Gavin Newsom extended an authorization allowing local governments to delay evictions through the end of September for renters impacted by the novel coronavirus pandemic.

Local jurisdictions will be allowed to stop evictions for another three months through Sept. 30.

In Los Angeles, the city council last week approved a $100 million renters relief program to help those struggling financially. The city estimates the program could help 50,000 households through two months of assistance, with up to $2,000 being awarded per home.

In the Bay Area, almost every city and county has its own eviction moratoriums. See the list here.

https://losangeles.cbslocal.com/2020/07/02/calif-extends-moratorium-on-evictions-through-september/

LOS ANGELES (CBSLA) With a spike in coronavirus cases statewide forcing authorities to reinstate restrictions, California Gov. Gavin Newsom Tuesday gave local governments the authority to halt renter evictions through September.
Newsom signed an executive order which gives counties the green light to prevent property owners from evicting their tenants through Sept. 30.
The Los Angeles County Board of Supervisors last week extended its own local moratorium on evictions through at least July 30 for residential and commercial tenants. The countywide moratorium applies to all local jurisdictions unless they have enacted their own moratoriums.
Under the countys moratorium, residential tenants are given up to 12 months after the moratorium expires to repay missed rent.

And from your own link, landlords are not legally allowed to, which means that sheriffs are not involved. If a tenant leaves because they don't know better, then that's on them.
