When the cops confront and stop you, YOU HAVE TO COMPLY, and the same goes when it comes to further orders / direction / guidance, otherwise you're a criminal and are seen as a potential threat by them. Maybe the officer saw a gun in that part of the car (we don't know because we can't see it due to the angle of the camera). Or perhaps the officer thought the man was reaching for a weapon. Unfortunately in the latter possibility it could have been a kneejerk reaction by a poorly trained officer.
