I put technical projects on my resume, and a link to my git hub. Even if it's a personal side project. It can show passion for the work as well as technical proficiency.

I have no idea what the industry standard is for programmers. However, if it's functional and something cool that you can show them -- and you don't have much actual experience -- it could be worthwhile?

It's unclear whether you mean how to use a program (piece of software someone else wrote) or whether you mean working knowledge of a programming language.

Resume, no. Portfolio, yes. Your resume can make reference to things your portfolio demonstrates, if there's something you really want to highlight, but all that should really be on there is "Can use this program," while your portfolio demonstrates in detail your abilities with it.

Yes, I got my first job out of college partly because of GameFAQs Avatars / xFAQs.
I interview co-ops all of the time and none of them have personal projects - so nothing to talk to them about in interviews.

If the skills and knowledge involved are relevant to the job posting, I don't see why not.

Also helps with that problem of 'need 5 years of experience to apply but can't apply anywhere because I don't have experience'

Indeed. People often forget that volunteer or recreational experience can count toward that, provided you can back up the claim (which is what a portfolio is for). Professional experience is still preferred, but provided you can demonstrate that you aren't new to the work you'll be doing, that's points in your favour.

If you apply to one of those without any experience, your Resume just gets ignored.

Idk if that's really true in all cases. One job posting had a job posting for 7+ years of experience in a certain language. The creator of the language made a post stating he wasn't qualified as he only wrote the language 3 years ago.
