I just have a generic work laptop that can run subnautica on moderate settings so we're not talking anything crazy here

I've never modded a PC game before. I just want the environment/people to not look like shit and maybe fix the dated combat somehow. Surely that's a popular thing to do, right?

that game is ancient, i'd look up morrowind modpacks. sorry i cant name one, i dont think i've tried to mod the game in over a decade...

Well combat wise short of getting a mod to let you always hit, there isnt much you can do to combat. You can get the mod to make casting spells work like it did in Oblivion which is worth it.

Beyond that, go to the nexus and sort by most endorsed and just go down the list. Stay away from overhaul packs as they tend to not be worth it, especially if your system is limited.

Basic texture packs should be fine and you'll want better bodies and whatever head pack you like. There may be good animation mods if you poke around.
