He was literally just evil Captain Planet and summoned by rings that reference types of pollution, with the final element just being a counterpoint to heart. If not water than earth since being able to re-shape the planet would be a massive boon (and I could probably use it to find diamonds or some shit). Heart could be really potent if used on the right people but really useless if used on the wrong ones. Wind would be kinda meh. Not useless but there's better options. If you think about it, being able to wield the raw power of the elements can result in a lot of stuff getting destroyed, and you're sort of forcing the world around you into unnatural patterns to serve your purposes (ie, what humans always do). And that's not even getting into how badly they can disrupt the local environment if they're not thinking holistically in terms of overall complex systems. Pull water out of a lake and you're disrupting the local ecosystem. Summon up strong enough wind gusts, and you're potentially disrupting weather patterns. Fling fireballs, and an unnoticed stray ember can start a wildfire. Careless use of a ring can damage things just as much as some of the things they fight. And that's not getting into the damage they can do to human interests - that earthquake you just called up to collapse the toxin-producing factory also potentially just collapsed a bunch of nearby apartment buildings and killed innocent people. Flood damage can be extremely expensive. Fire tends to burn indiscriminately once it starts. The Planeteers are basically emotionally-volatile amateurs with poor judgment and impulse control (ie, teenagers) who have been handed WMDs. They're self-righteous eco-terrorists with magic powers. Zeus posted... Fear is a good servant, but a poor master... no, wait, that's fire. Yeah, but the first test every Sinestro Corps member must face is to master their own fear so that they can better understand their chosen weapon. Basically, they lock you in a box with a depowered ring, and you have to use your own fear to power it. If you can't feel fear you basically just die in the box, if you're consumed by your fear you just go crazy, and if you can't channel your fear into something more tangible you default to one of the above. Fear isn't a cudgel, it's a scalpel. To wield it is a skilled art, not a bludgeon. There is more to fear than simply being able to cause it. The red rings are similar. They aren't just about being eternally pissed off, they're rage channeled into constructive use. Most Red Lanterns are righteous avengers more than they are avatars of destruction. They're not lashing out at literally everyone, they're lashing out at the people who've wronged them (or people like the people who've wronged them). Well, you wouldn't use stuff like 'De-forestation'. You'd pick things that could be either used as positive but are typically negative (EX: Radiation) or have the rings hide what they actually are doing behind a different name. That way the well-meaning ones don't realize what they're actually doing. In the comics, he's only paralyzed because he tried to fight an alien back in the 50s and it crippled his legs. If anything, the thing that keeps paralyzing Professor X isn't his powers, it's status quo. People remember him as "bald wheelchair guy", so he will ALWAYS be "bald wheelchair guy". Even when one writer has him cured somehow, it's only a matter of time before a future writer comes along and just cripples him again. It's like the reverse of Batgirl. It's the same reason why no major character will ever really die. No matter how ridiculous a death one writer gives a character, someone else will eventually be along who has nostalgia for that character who will either bring them back to live or reveal that they were never actually dead in the first place. Otherwise he also had robot braces that helped him walk in the comics, which they quickly abandoned.
