Somewhat, all the more easily accessible sources of oil have already been hit up over the last ~200 years, so if you wanted to keep production up (and it has kept going up rather than been at a stable rate) you'd need to consider options such as: -fracking (and other similar techniques) -off shore oil rigs -removing environmental protections on places like national parks some of which are bound to be rich in oil Obviously these all have cons, which is why ideally governments would invest heavily in new fossil fuel alternatives. But instead they still put up incentives into pumping out oil and even progressive tech companies like Google who support green energy are helping prop up the industry from the software side of things.
