It not having forced romance was one of the main reasons I liked it.

This! The same reason was one of the few redeeming features of another movie Urban was also in - Doom

I think it is entirely in character. He keeps asking her what she would do and by the end she outright tells him that she is letting the guy go because he is a victim.

Dredd was using the test and rules to probe her and see how she'd handle complex situations. He isn't the law equivalent of a grammar nazi. He passed her because she earned his respect and he is confident in her ability to make ethical decisions.

Oh that wasn't why she failed the test. She failed because her weapon got stolen.

But like I said, a judge who loses their gun is still infinitely preferable to a judge that is working for the criminals directly.

It was awful in comparison to the original. The main character had 0 personality.

I didn't say that was why she failed the test. I was saying he kept bringing up the test and scenarios to see what she would do, and when she responded to his "letting the guy go is an automatic fail" with "I already failed, but he was a victim and I'm letting him go because it is the right thing to do" he passed her because she earned his respect and he believed that was the kind of decision making needed for a judge.

He passes her because she quit and he knew she'd stay if he said she'd pass. He thinks she'd be a good judge and keeping her is more important than the technical details of the test
