Although his intention was to ~~actually end the war as quickly as possible and end the suffering~~, he ~~sacrificed hundreds, maybe thousands of people~~ in Muse. Villain to Hero is tougher, there haven't been many memorable ones, but I'd go with T-Bag from Prison Break. I assume people are saying he became a villain again when he became Majin Vegeta. But was he really a hero prior to that? On Namek, he was just a guy with his own agenda... and he seemingly had every intention of killing Goku and the earthlings if he were to come out on top. During the Cell Saga, he fought the androids to demonstrate his own power and prove he had passed Goku. And once Cell came about, he cooperated with Cell to let him become perfect. He also was the cause for Gohan injuring his arm. At most, he provided the distraction for Gohan to get the kill, but he was doing that to survive as much as anything else. Leading up to the Buu Saga, he just doesnt kill everyone. He isnt a hero. And he still has evil in his heart, leading Babidi trying to manipulate him (Babidi says his head is dripping with evil).
