I don't think the goal with the names was to name them perfectly according to the pokemon that are those types. "Flora-fauna" is a much more complicated name than "Grass." There are about 12,000 different species of grass, so I think that's good enough. Something being poisonous/toxic to some species/individuals doesn't mean it's poisonous to all.
