Against the likes of Kid Goku/Krillin. Young Tien/Chotzu, Jackie Chun, General Blue, Yamcha, Pamput, Launch, that Bikini Lady, Yajirobe.

Could he have climbed Korin's tower? Defeated Tao? Stood his ground against Piccolo?

I think it's undisputed in DBZ that he is the strongest human outside of the Z Warriors and Cyborgs. No one acts like his world title wins were a fix until Uub.

IIRC it's implied he's not even in the same class as the fodder from 21st tourny. After the world quieted down on these huge tournaments he was able to claim his title since there was no competition.

He'd 100% lose to goku or yamcha in their very first appearances

I never read the manga but in the anime Goku is straining and struggling to lift Bulma's tiny car

Hercule was dragging double decker buses like they were kids toys.

I remember Goku and Yajirobe fighting to a draw too when Yajirobe was fat, lazy and had no particually impressive skills.

Not until Gohan trained her and that counts as Z-Warrior IMO despite the fact she never does anything.

I mean Goku was prepared to fuse with Herucle, I can't imagine him fusing with Videl if she was there.

Only because he knew he was completely outmatched against Buuhan, and there was no way for him to escape since he had Buuhan's attention (and Buu could have just copied his Instant Transmission if he tried to escape that way). Fusion was the only chance he had, and he was desperate enough to consider Hercule as well as Dende (who wasn't even a fighter)since they were the only conscious ones nearby before Vegeta arrived. He would have considered Videl as well if she was there and conscious.

It's been stated Videl's stronger than her father before Gohan's training.

No, not by any relevant metric in DBZ. Even if he had more pure muscle strength, she was a much better fighter, and would have had a significantly higher power level. Not that power level is a particularly important metric either.

If we're being generous, he's around the level of King Chappa or Ranfan.
