i guess i get why The New Order would exist since the shitty movies, but why empire?

It's remnant factions of the Empire. This gigantic galaxy-wide organization didn't just immediately disappear after Palpatine's death. Regional governors and warlords still trying to stake out their claim

I mean, they did have orders from Palpatine for some time after his death, and Gideon's people are clearly tied to him and his experiments still, whether they know it or not. Plus, again, power vacuums need filling.

they are still gettng orders from on high. it's just no longer Palps and Vader. The local Admirals, Moffs and Grand Moffs are still giving orders. they're just now the ones coming up with those orders.

They think they can rebuild, or at least form their own little empire(s). This is a pretty natural progression after such a massive superpower collapses.

it might be in some of the side storied i haven't read yet, but i've assumed the First Order is simply the Imperial Remnant that was best able to rebuild. They probably absorbed neighboring Remnants and Independent Systems over the years since The Battle of Endor.

are you caught up on Mandalorian?

The Officer in Chapter 15 definitely gave off some early FO vibes to me.
