Can I raise a question in this topic while we're on the subject of handicapped stalls?

Is a handicapped public toilet JUST for people with disabilities, or is it just a public toilet that happens to be suited for people with disabilities?

The latter. Its basically the inverse of not being able to ask if someone is disabled before providing them some sort of assistive device. If you cant ask if someone is qualified to use an assistive device, then so too is that assistive device available for anyone requesting to use it, regardless of the reality of any ailment.

Right.

Just asking because I try to avoid using disabled toilets, but I've noticed a recurring trend where those are the only public toilets available. So it's for me to use them even if I, myself, am not disabled.
