Pence is 2nd in command so... probably, using legal loopholes to say that it's an emergency the president hasn't signed anything on so in the absence of #1, it defaulted to #2. as long as Trump hasn't explicitly put out an order saying no national guard, for anything, Pence should be able to do it.

now yes, Trump would be able to revoke the order for sure but for that you clog up the chain as much as possible. beyond that, he can't do anything to punish Pence so you may end up with a situation where he has to initiate a coup against Trump.

According to a PBS article from two days ago (tragically concerning Mayor Bowser trying to get the National Guard for today PRECISELY BECAUSE OF WHAT JUST HAPPENED) "Because D.C. does not have a governor, the designated commander of the city's National Guard is Army Secretary Ryan McCarthy. Any D.C. requests for Guard deployments have to be approved by him."

And as I type this I hear Trump put out another tweet throwing gas on the fire basically saying "This is what happens when you steal a landslide election"

Edit: I think the power originates with the President has been delegated to Secretary of Defense and then further delegated to the Army Secretary. Not sure if Pence is "truly" able to muscle his way in there but if the authority is currently residing in the Army Secretary then I suppose what really was happening was more Pence encouraging him than technically ordering.

i mean he does official business on that personal account too so it doesn't matter. hell, the court ruling likely being talked about was his private account.

twitter is viewed as a public square owned by a private company, so politicians aren't allowed to block people as a result. if you twist that a bit, if twitter were to remove him it'd be a private company removing a public figure from a public square.

Biden was never going to pardon him. I think LotM is right that he personally probably would have preferred no prosecution but would not put his thumb on the scale of DOJ... but I think today may have changed that (his personal preference; I still don't believe he'll put a thumb on the scale, Presidents aren't supposed to do that in the first place)
