Mainly because quizlet and Chegg have answers to most questions or at least ones similar enough for most areas of study that no actual learning would be necessary if you have even a basic understanding of what you are being tested on.

As a phone user, I much prefer my calculator (also a TI-89 Titanium) for calculations. Tactile buttons make a huge difference, and I've got a lot of muscle memory dedicated to it.

If they could limit people to specific apps it would probably be fine, but I can't see any school letting students use a device that lets them communicate freely with anyone anywhere in the world on an exam.
