It's been several years since I saw it, but isn't this part of the plot of the Incredibles? That the heroes were pushed out of business by rising insurance costs?

I think since Superheros are still independent individuals capable of making conscious decisions, there wouldn't be a specific protection-against-superheros coverage, but superheros existing in your area would increase prices a lot.
