Ex. Final Fantasy IV: The After Years was used instead of Final Fantasy IV-2 or Final Fantasy XII: Revenant Wings was used instead of Final Fantasy XII-2.

Yet Final Fantasy X-2 and XIII-2 were used instead of a subtitle. Yet Lightning Returns was not called XIII-3 .

No it isn't. If the question was actually about the plot or the characters or something like that, it would be. This is about the titles and those would involve marketing folks and other people besides just the writers.

The numbered sequels tend to be on the same system, the other examples are more like spin-offs on other systems.
