If your power is simply to "create electricity" it is pretty dang shitty since you can't really control where it goes. You would probably kill someone on accident within a week, or at the very least fuck up all your electronics "trying to power them" or some shit. Ice is better because it just goes where you tell and stays there. Also way less lethal and has more practical applications that don't also have life threatening accidents that could happen. If we are talking about MAX level power, I would still take ice since that means you could technically also freeze time.
