We dont deserve dogs and the majority of dog owners shouldnt own dogs as they have not responsibility, knowledge, ability or living conditions that make them fit to own a dog. Dogs are nuisance, threat and endure a great deal of suffering because too many people treat them like a trophy/commodity or get one because they cannot possibly care properly for due to not having the time or because their shit kid begged them. It's not the same as owning a cat. But if you're a responsible dog owner, then I don't think there is a problem. If it's a pit, I say you can still own them, but they have to be under lock and key, imo. I think the problem here is a couple of things. 1, the neighbors are absolutely at fault and should be charged with the highest, appropriate charge mandated. But this then points to the responsibility of 2, the county. These dogs were reported and the custody was never enforced. At the very least, the county should be sued for negligence as well in a civil trial. Two entities at fault.
