for whatever reason Florida isn't weirder than any other state. Florida just has laws that mean every legal case has to be a matter of public record, which means all the weird stories can get picked up by any website that wants to exploit them for clickbait ad revenue. Your neighbor may be getting high on bath salts and having sex with goats, but you'll never hear about it because news sources in your state aren't allowed to freely access all police and court records to trawl for ridiculous stories. http://en.wikipedia.org/wiki/Freedom_of_information_legislation_(Florida) So the answer to your question is yes, "Florida Man" exists in lots of countries (and other states).
