Compressing the air increases its density, reducing its buoyant effect, then you decompress it to replace the water and reduce its density. If you want to try it yourself, take a mouthful of water, dive, then spit it out underwater. It won't affect your buoyancy much, but you'll be able to empty your mouth pretty easily. --- This is my signature. They can fill them with water to make the ship heavier than water, or use pressurized air to push the water out to make it lighter. Most submarines also have dive planes that act like the elevators on an aircraft, pitching the ship up or down.
