I think he's trying to say that the meth the Mexican cartels make is stronger than the meth Montana makes but in the most drawn out and weirdest way possible. Mexicans just do it better

i think his focus is the increase in purity, which gets people higher, is more addictive, etc. and it might even be cheaper, too.
