Nothing notable about the song, it was written in 1913 and wouldn't be shocking to hear the Queen sing it.

Issue is seemingly that he made an employee feel uncomfortable.

As I understand it, a key part of sexual harassments claims is do they do the same thing with people of the other gender. Does the governor regularly ask male and female employees to sing with him? If so, not sexual harassment. Does he only single women to sing with him? Could be sexual harassment.

Another claim "He took my hand, entered my personal space and looked into my eyes as he announced, 'Hello, Im Andrew Cuomo'" Does he do that only to women? Might be another part of sexual harassment. Does he do that with men and women alike? If so, not sexual harassment.

Reading more on it, his other claims are more traditional but still potentially interesting. A kiss on the hand has a history of being a gentlemanly greeting. Does he greet Hillary and foreign dignitaries the same way? If not, probably not a sexual harassment case. If asked to stop and he continues, then of course it could be in the very least, hostile work environment.

Questions about a peers employee's sex life may or may not sexual harassment as well. If you ask everyone about their sex life you have a better chance of defense than if you only ask men or only ask women. Now as a superior it is normally a more difficult defense in general. In this case from Governor to low level employee, clearly inappropriate, question is would it be a regular hostile work environment or sexual harassment in a hostile work environment?

Touching arms, shoulders, back, small of the back, putting an arm around a waist. Again, do they do it equally between men and women? Does he give men long embraces same as women?

Basically, bi-sexual people have a lot easier time sexually harassing people and getting away with it.
